The trajectory of educational planning in Mozambique: trends for the training of basic education teachers.

Abstract

The study in question aims to analyze the main trends for the training of basic education teachers in Mozambique in light of the Strategic Education Plans (PEE) for the period 1999 to 2019, with a view to highlighting the advances achieved and setbacks related to teacher training. To achieve the proposed objectives, a qualitative approach of a documentary and bibliographic nature was used, based on the analysis of Mozambican educational legislation, more specifically the strategic education plans. The results show that, during the period under study, there was a significant increase in access to basic education, considering the entry, retention of girls and completion of primary education, a movement that contributed to the increase in the demand for teachers with pedagogical training to work at this level of education, especially in view of the decision of the Ministry of Education to end the hiring of teachers without this training in the country. However, the number of teachers with training at elementary and basic levels is significant. The increasingly pressing need for pedagogical training has resulted especially in continuing and in-service training, via Distance Education (EaD). Given the results, the conclusions of the work allow us to point out the main challenges in teacher training in Mozambique: a) expanding the number of teachers with solid initial training; b) training teachers who meet the cultural, linguistic and physical diversity of students within the classroom; c) training autonomous and reflective teachers who are not attached to pre-prepared technicalities, that is, who do not use only the materials offered by schools under central, provincial and district guidance.
