The participation of non-state actors in international organizations

Abstract

This article analyses the participation of non-state actors in the processes of formulation and implementation of public policies in the European Union (EU). Based on empirical approaches to participation in the EU, the article argues that this participation has limits derived from two main elements, among others: (i) the differences in human and financial resources that exist among the actors. These differences determine the influence of non-state actors in the decision-making process of the European Union; and (ii) the institutional design that seeks to stimulate participation but limits the results by preserving the predominance of public agents in political decision-making in the EU.
