The geopolitics of post-soviet Russia in a world in hegemonic transition
An Analysis of relations with Latin America

The transformations in the dynamics of power, geoeconomics, and relations in the international system complicate the ways in which states guide their foreign policies and conduct interactions with other global actors. In the case of Russia, this is particularly true given the disintegration of the Soviet Union and the reorganization of Russian bases in its various spheres. In this sense, the main objective of this article is to observe the reorganization of Russian relations in the post-Cold War period, with an emphasis on what concerns Latin America. This is due to the search for a more accurate understanding of how the country views its ties with Latin American countries, which were circumscribed by the doctrines and projection of power of the United States during the Cold War. Therefore, research into these new perspectives is significant for international studies. The text will follow a qualitative approach, guided by bibliographical research based on an analytical-interpretative method with a deductive basis, understanding States as fundamental subjects in a system intertwined, at the same time, by multilateralism and global projections of power. It is concluded, therefore, that Russian movements, especially after the rearrangements promoted during Putin's first government, guided by global interests of power and expansion – both military and economic –, include a rapprochement with Latin America, even if focused on a certain moderation and pragmatism, redesigning the flows observable in the USSR period.
